Is there any place you can adopt a pet from an owner who no longer wants it?

Hello I’m just curious if anybody knows a website that lists pet owners who no longer want/can own their pets anymore. I’ve tried the spca websites and various pet adoption agencies, but I remember someone telling me a while back about a certain website that people can go on and just list their pet that they cannot keep, and that people can then call the owner and inquire about the animal. craigslist.org has listings sometimes. they usually have a small re-homing fee, but it’s generally pretty cheap.
