how to start a animal rescue shelter or other animal Non profit in Tenn?

I have many ideas for an animal non profit but I don’t know where to start? How can I get donations? Or can I get grants to help start the non profit? Also How do I get a vet to look at rescues in a shelter? I’m guessing I would be able to work out something to pay him. Another question is who would I have to talk to in my town about donations? I’m assuming I would need to talk to a city offcial right? I appreciate any help you ca give.
