How do the finances of county, or city operated animal shelters work?

I am doing some research on animal shelters. I do not need info on "no-kill" and "non-profit" shelters because I already have that information.

I’m looking for links and information about government operated animal shelters. E.g. Finances, how they function, what problems they have (other than over population of pets), etc.

Phone the animal shelter in your area and ask to talk to the manager. Tell them you’re doing interviews for a school project and ask if they’d be able to answer a few questions.
